What is Head of Transport Network Planning?
The Head of Transport Network Planning is responsible for the end-to-end planning, design, and evolution of Jazz’s entire transport network — covering optical (DWDM/OTN), IP/MPLS, microwave, IPRAN, FTTS, and passive fiber infrastructure.
This leadership role ensures the transport network is future-ready, resilient, cost-efficient, and scalable to meet the growing needs of nationwide customers, enterprise clients, hyperscalers, and digital platforms. The position combines strategic vision with hands-on technical expertise, driving both long-term architecture and day-to-day planning activities.
What does the Head of Transport Network Planning do?
· Lead the planning, design, and capacity management of the entire transport domain: optical, IP/MPLS, microwave, and access/backhaul.
· Prepare and review high-level and low-level designs (HLD/LLD) across transport layers.
· Evaluate vendor-proposed technical solutions, ensuring compliance with standards and cost efficiency.
· Deliver detailed implementation and migration plans for transport upgrades, expansions, and new builds.
· Develop strategies for integration across optical, IP, and microwave domains to support mobile and fixed broadband growth.
· Oversee IPRAN and FTTH/FTTS planning, including GPON/XGS-PON architectures and last-mile delivery.
· Conduct capacity planning, link budget analysis, and resiliency design across multiple technologies.
· Prepare and evaluate RFPs for multi-technology transport platforms and related services.
· Maintain comprehensive network documentation (capacity dashboards, inventories, restoration maps, SOPs/MOPs).
· Engage continuously with operations, ensuring optimized performance and seamless service delivery.
· Collaborate with cross-functional teams (core, IT, cloud, vendors, international carriers, regulators).
· Lead projects including nationwide transport expansions, metro ring upgrades, FTTH rollouts, 5G backhaul, and submarine landing integration.
· Build, mentor, and lead a high-performing transport planning team.
Requirements
What are we looking for and what does it require to be a Head of Transport Network Planning?
· Bachelor’s degree in Electrical, Electronics, Computer Engineering, or a related field.
· Master’s degree is a plus.
· Minimum 15 years of relevant experience in multi-domain transport planning, with at least 5 years in leadership
· Strong command of Optical Transport (DWDM/OTN), IP/MPLS, IPRAN, Microwave, and FTTH/FTTS.
· Skilled in capacity modeling, HLD/LLD preparation, link budget, resiliency planning, and network integration.
· Knowledge of transport evolution for 4G/5G backhaul and hyperscaler connectivity.
· Familiarity with industry standards, protocols, and multi-vendor platforms (Huawei, Nokia, Ciena, Infinera, Ericsson, etc.).
· Hands-on with planning/simulation tools (OptiSystem, NetDesign, MATLAB, or equivalent).
· Strong communication, stakeholder, and vendor management skills.
· Proven ability to lead cross-domain teams and deliver large-scale projects on time.
· Excellent presentation and incident reporting capabilities.
· Analytical mindset with problem-solving orientation.
