Expert Internal Controls & Financial Compliance
The role reports directly to the Group Senior Manager Internal Controls and Compliance with an extended team of 3 team members.
What does "Expert Internal Controls" do?
- Design & Implementation: Own the Second Line responsibility for designing, maintaining, and overseeing a standardised, fit-for-purpose global internal control framework, ensuring alignment with COSO and VEON’s strategic objectives, while overseeing its consistent adoption by the First Line.
- Policy & Standards: Define, maintain, and communicate global internal control policies, standards, and guidance, providing Second Line clarity and direction to ensure consistent application across the Group.
- Risk & Control Identification: Oversee and facilitate the identification, assessment, and documentation of key risks and associated controls, starting with primary financial controls across Finance and progressively expanding into secondary operational and functional areas.
- Monitoring & Challenge: Provide independent Second Line oversight of First Line controls by monitoring design effectiveness and operating performance, delivering constructive challenge and expert guidance to ensure control deficiencies are identified, escalated, and remediated in a timely manner.
- GRC Tool Oversight: Apply strong Second Line expertise in GRC platforms, preferably AuditBoard and MindBridge, to oversee control documentation, monitoring, issue management, and evidence quality.
- Standardisation vs. Localisation: Ensure global consistency of control principles and minimum standards, while exercising Second Line judgement to allow appropriate flexibility for local regulatory requirements and business practices across multiple regions.
- Global Coordination: Coordinate and oversee internal controls activities across five Operating Companies (OpCos), including newly acquired entities, ensuring alignment with Group control expectations and effective collaboration with control owners and external partners.
- Advisory Role: Act as the Second Line subject matter expert, providing independent advisory support to First Line control owners on control design and implementation for new systems, process changes, and acquisitions.
- Reporting: Deliver clear, concise, and risk-focused reporting on the health of the control environment, residual risks, and remediation progress to HQ Functions and stakeholders across five geographical OpCos.
- M&A Integration: Lead the Second Line internal controls due diligence and integration oversight for acquisitions, ensuring timely and effective onboarding into the Group’s control framework.

Requirements
What are we looking for and what does it require to be "Expert Internal Controls"?
- 3–5+ years of experience in Internal Controls, Audit, Risk Management, or Compliance
- Prior experience within a Big Four audit firm or equivalent professional services environment
- Experience working in a complex, multinational organisation with global controls responsibilities
- Strong academic background with a relevant professional qualification (e.g., ACCA, ACA, CIA, or equivalent)
- Strong exposure to internal control framework design, implementation, and oversight
- Practical experience supporting financial reporting controls, with expanding scope into operational and functional controls
- Confident stakeholder management and influencing skills across senior and operational levels
- Ability to challenge constructively while maintaining strong working relationships
- Prior experience in the Telecom sector or a technology-enabled industry is strongly preferred
