What is Head of Task Force?
The Head of Task Force will lead a nationwide team to prevent and mitigate various forms of infrastructure related thefts and damages at cell sites, including electricity and fuel pilferage, cable & battery thefts, equipment vandalism and site trespassing. The role involves strategy development, liaison with law enforcement agencies, team management, stakeholders management & registration of police cases and ensuring successful prosecution of perpetrators.
Reporting directly to the Chief Deployment Officer, the Head of Task Force will establish strategic policies, oversee risk mitigation efforts, manage legal disputes, and liaise with government agencies to ensure smooth operational continuity. The role requires high-level decision-making, strategic leadership, and crisis response capabilities to effectively manage legal, security, and operational risks.
The ideal candidate should be a senior retired officer from a Law Enforcement Agency (Police, Military, or Intelligence Services) with a proven track record in legal affairs, regulatory compliance, and security risk management.
What does Head of Task Force do?
Strategy Formation
· Develop and implement the strategies which are mainly focused on opex optimization & mitigation of electricity & fuel pilferages at cell sites
Liaison with Law Enforcement
· Establish and maintain relationships with law enforcement agencies to ensure effective collaboration and coordination in addressing the pilferage and equipment theft incidents.
Landlord Management
· Collaboration with all internal and external stake holders to handle the problematic landlords to ensure smooth and uninterrupted site operations
Legal & Litigation Oversight:
. Work closely with Legal team to ensure compliance with relevant laws and regulations and to develop strategies to protect company assets
. Maintain a legal risk assessment framework to continuously monitor and mitigate legal exposure.
Security & Risk Management:
. Develop and implement comprehensive policies to protect telecom infrastructure from vandalism, theft, forced shutdowns, and illegal encroachments.
. Identify and assess potential risks to company assets and develop strategies to mitigate those risks.
Government Liaison & Stakeholder Engagement:
. Serve as the primary representative in engagements with law enforcement, government agencies, local authorities, and legal entities.
. Build strong relationships with municipal bodies, law enforcement agencies and community leaders to facilitate site operations.
. Negotiate with authorities and landlords on legal matters concerning telecom site installations, access rights, and operational compliance.
. Advocate for policy improvements and regulatory amendments to support telecom infrastructure growth.
Team Leadership
. Lead, manage and develop a nationwide team of task force members, providing them guidance, training and support to ensure successful execution of strategies and tactics
Performance Monitoring
· Track and analyze key performance indicators to measure the effectiveness of task force operations and identify areas of improvement.
Budgeting and Resource Allocation
· Manage the task force budget and allocate resources effectively to ensure successful execution of strategies
Requirements
What are we looking for and what does it require to be Head of Task Force?
Education & Experience:
· Senior retired officer from a Law Enforcement Agency (Police, Military, or Intelligence Services).
· 20+ years of experience in security risk management, legal affairs, regulatory compliance, and law enforcement operations.
· Strong expertise in handling litigation, contract enforcement, and legal dispute resolution.
· Proven track record in government liaison, crisis response, and stakeholder engagement.
· Experience in leading high-impact security operations for large-scale infrastructure projects.
Skills & Competencies:
· Exceptional leadership and decision-making skills in high-pressure environments.
· Strong expertise in security threat analysis, risk assessment, and legal compliance.
· Expert negotiation and conflict resolution skills to manage disputes effectively.
· Ability to develop and execute strategic policies for legal risk mitigation and infrastructure security.
· Strong understanding of telecom laws, land acquisition regulations, and regulatory frameworks.
· Crisis management expertise, including rapid response coordination and security incident handling.
· Excellent stakeholder management skills to engage with government officials, law enforcement agencies, and community leaders.
