Role Overview:
The Rollout Expert is responsible for supervising and managing regional rollout activities related to new cell site build-outs and infrastructure readiness. The role involves overseeing site surveys, site designs, critical site construction activities such as concrete pouring and tower erection, electrical and grounding works and ensuring sites reaching the status of Ready for Active Installation (RFAI) for Mobile Network Operators (MNOs). Additionally, the Rollout Expert will be responsible for all site readiness activities related to civil works, tower installation and power setup at colocation sites for MNO expansion projects.
Key Responsibilities:
Site Build-Out & Infrastructure Deployment:
- Manage and oversee end-to-end site construction activities, including excavation, foundation work, shelter placement, and tower erection.
- Ensure timely completion of all civil and structural works while maintaining high-quality standards.
- Supervise critical site activities, including concrete pouring, tower erection, and structural installations.
- Coordinate with civil and electrical contractors for efficient site execution.
- Conduct site inspections to ensure that work progresses as per approved designs and specifications.
Power Readiness & Electrical Works:
- Oversee the installation, commissioning, and testing of power infrastructure, including transformers, generators, battery backup, and hybrid solutions.
- Ensure electrical and grounding systems meet design specifications and safety regulations.
- Coordinate with the Power Planning and Operations teams to resolve power availability challenges, especially in bad-grid areas.
- Evaluate and implement solarized or hybrid power solutions for sites where commercial power is unreliable.
- Ensure timely energization of sites and address any power-related snags before handover.
Project Execution & Timelines Compliance:
- Develop and maintain site rollout schedules in coordination with the Regional Rollout Manager.
- Ensure that all projects are delivered within defined timeframes, budgets, and quality standards.
- Monitor site construction progress, identify bottlenecks, and take corrective actions to mitigate delays.
- Ensure compliance with project milestones from site acquisition to RFAI (Ready for Active Installation) status.
- Track and report the weekly and monthly progress of sites under construction.
Stakeholder Coordination & Vendor Management:
- Work closely with civil, mechanical, and electrical contractors to ensure efficient site execution.
- Coordinate with MNOs, power companies, local authorities, and landlords to ensure smooth execution and handover of sites.
- Resolve any issues related to site access, landlord disputes, and local regulatory compliance.
- Ensure alignment with internal Tower-Co teams (Site Acquisition, Power Planning, Operations, and EPMO) to expedite site readiness.
- Conduct regular review meetings with vendors to monitor progress and resolve issues.
Quality Assurance & Compliance:
- Conduct on-site inspections and audits to verify compliance with design standards and industry regulations.
- Ensure all civil, mechanical, and electrical works meet safety, structural, and quality requirements.
- Review and approve site completion documents, including punch lists, quality checklists, and site handover reports.
- Ensure that all sites meet the regulatory and environmental compliance standards.
Documentation & Reporting:
- Maintain an updated record of site rollout progress, power energization status, and project challenges.
- Prepare and submit detailed progress reports to the Regional Rollout Manager.
- Maintain proper documentation for contractor deliverables, project timelines, and work completion certificates.
- Track and manage the inventory of materials and equipment required for site rollout.
Requirements
Key Requirements:
Education & Experience:
- Bachelor’s degree in Civil or Electrical Engineering
- 5+ years of experience in telecom site rollout, power solutions, or infrastructure deployment.
- Proven expertise in civil works, tower erection, power provisioning, and site handover.
- Hands-on experience with site rollout challenges, troubleshooting, and vendor coordination.
- Strong understanding of telecom site construction best practices and safety standards.
Skills & Competencies:
- Expertise in telecom site construction, tower erection, and power solutions.
- Strong knowledge of electrical and grounding systems, hybrid power solutions, and energy efficiency techniques.
- Ability to manage multiple sites simultaneously and ensure smooth execution.
- Problem-solving skills to address rollout challenges, including delays, site access issues, and power provisioning problems.
- Strong coordination and stakeholder management skills to work with contractors, vendors, and MNO partners.
- Ability to interpret technical drawings, site layouts, and power schematics.
- Proficiency in MS Project, AutoCAD, SAP, and other project management tools.
- Excellent communication and reporting skills.
