What is Consultant Task Force - Deodar?

The Task Force Consultant supports the Head of TaskForce in mitigating electricity and fuel pilferage and other infrastructure related thefts at cell sites. He will be responsible for implementing the strategies and will liaison with law enforcement agencies for registration of police cases against theft/pilferage incidents. The role involves risk assessment, conflict resolution, legal compliance, and stakeholder coordination to ensure the seamless operation and protection of telecom infrastructure.

The ideal candidate should be a retired officer from a Law Enforcement Agency (Police, Military, or Intelligence Services) with extensive experience in security risk management, legal affairs, and crisis response.

What does Consultant Task Force - Deodar do?

Support Strategy Formation

• Assist the Head of task force in developing and implementing the strategy to prevent and mitigate the electricity & fuel pilferages and other infrastructure related thefts.

Liaison with Law Enforcement:

• Establish and maintain relationships with local law enforcement agencies to address the pilferage and theft related issues.
• Initiate registration of police cases against the elements involved in illegal activities at cell sites.

Landlord Management

• Assist the field operations and logistics teams to handle the problematic landlords ensuring uninterrupted cell site operations

Legal & Litigation Management:

• Follow-up with legal for the proceedings in the court against the registered FIRs
• Laisioning and collaborating with law enforcement agencies and sharing the relevant evidences with them for legal actions.
• Assist the Head of TaskForce to maintain a legal risk assessment framework to continuously monitor and mitigate legal exposure.
• Supporting field operations and logistics teams in handling disputes related to site operations, lease agreements, landlord conflicts, and regulatory compliance.

Security & Risk Management:

• Implement comprehensive policies to protect telecom infrastructure from vandalism, theft, forced shutdowns, and illegal encroachments.
• Identify and assess potential risks to company assets and implement strategies to mitigate those risks.

Government Liaison & Stakeholder Engagement:

• Build strong relationships with municipal bodies, law enforcement agencies and community leaders to facilitate site operations.
• Negotiate with authorities and landlords on legal matters concerning telecom site installations, access rights, and operational compliance.
• Assist the Head of TaskForce in policy improvements and regulatory amendments to support telecom infrastructure growth.

Team Collaboration

• Work in close coordination and collaboration with all field operations, logistics and legal teams.

Performance Monitoring

• Track and monitor key performance indicators to measure the effectiveness of task force operations and identify areas of improvement.

Budgeting and Resource Allocation

• To ensure optimized and effective utilization of allocated budget and resources.

Requirements

What are we looking for and what does it require to Consultant Task Force - Deodar?

Education & Experience:

• Retired officer from a Law Enforcement Agency (Police, Military, or Intelligence Services) with Bachelor degree holder.
• 15+ years of experience in law enforcement, security risk management, or legal affairs.
• Experience in handling legal disputes, crisis response, and government liaison.
• Strong background in litigation, dispute resolution, and site security management.
• Familiarity with telecom industry regulations, infrastructure security, and operational risks.

Skills & Competencies:

• Legal expertise in handling disputes, contracts, and regulatory matters.

• Strong negotiation and mediation skills for resolving conflicts with landlords, authorities, and communities.

• Ability to analyze security threats and implement risk mitigation strategies.

• Effective liaison with government agencies and legal institutions.
